No, the max circuit on NEMA 14-30 outlet is 30A, but it's need to always 15% lower than 30A for safe. So it only gets 26A on NEMA 14-30.

Ground(AC power) provides a low-impedance path to the earth to prevent hazardous voltages from appearing on equipment. In this case, the chassis of the vehicle. Whereas, Neutral provides a path back to the source to complete the circuit. The Neutral is usually grounded at the Main Panel and/or at the transformer. Depending upon your wiring, Neutral may carry small amounts of current through it. It may be enough to feel tingly sensation if the phases are not balanced. To answer your question yes the Neutral does behave like Ground but it is not intended as one. In case of the electric vehicle charging the Neutral wire from the 10-30 and 10-50 is connected to Vehicle Chassis Ground(Metal/Body of the vehicle) making the vehicle body a Neutral point. The J1772 (Vehicle Charging Standard) recommends that the EVSE(non Vehicle Side) side should be grounded. It is very likely that this EV Charger will work to charge your electric vehicle. You are just slightly compromising on safety. I would suggest getting your wall side receptacle rewired to a receptacle that has Ground wire(6-30/50 or 14-30/50) and purchase a charger with the respective plug.

Q: Can the 26 amp be used in a 120Volt outlet ?

Level 2 chargers are meant to be used with 220/240 volt outlets so as to rapidly charge your vehicle. Ex 2.5 hours for Jeep 4xE. With 110 volt, it takes 14-16 hours. You’re not gaining anything by buying it than by using the charger that came with the vehicle
