can it be mounted to carry handle

Yes you can. Get a Leapers MNT993 Carry Handle Rail Mount. This carry handle mount is tunneled to allow you to continue using your iron sights along with the Eotech(not co-witnessing). It's under $15. If you go with a different brand, stay away from plastic ones and make sure it's aircraft grade aluminum and make sure it's tunneled if you want to keep your iron sights. I personally like it mounted higher on the handle. When I do CQB drills it is at perfect height for the way I hold my rifle.

DOES THIS ADJUST WITHOUT TOOLS? Or, do you need an allen or screwdriver?

You can adjust the Sight with a screwdriver or even a dime or penny, it is possible to click with your finger but not easy. The sight does require an allen wrench to mount it to the rail. I have had this sight for 5 months have put over 250 rds through it and I would recomend it to anybody so easy to get on target, sight never moves
