Q: How do you install this air vent to my drip irrigation system

The vent typically goes at the highest point of the irrigation system or zone so the air can escape through it. It can be above ground, though it normally goes below ground inside of a valve box to protect it and give access to it. It has 1/2" MNPT threads, so can be installed into a 1/2" FNPT adapter. Wish I had pics to share! Hope this helps.

Only the ARV as pictured, it will thread into your existing 1/2" fitting.

Q: Is this designed to let some water out?

It is designed to let the air out, however a little bit of water will escape before it closes.
