Its a protective plastic film, peel it off b4 use!
Works as intended and is built well. Other comments about appearance/finish: Dispenser arives with shrink wrap white plastic over the stainless steel for protection. Peel off plastic before use and you will find a pristine brushed stainless finish.

Very poor quality item
Very poor quality control at the factory that made this item. There were dents on the inside pushing outward so obviously weremade during the manufacturing process. The bottom door doesn't stay shut telling me the dimensions are out of tolerance. No excuse for such poor quality other than that is what we have come to accept .

Looks awful
The paint was chipped, peeling and bubbling on every edge. This product would work if you care absolutely nothing about what it looks like. I will order a stainless steel one from another vendor.
