Q: what are the liquids in side?

Not sure.. it would have to be oily, it appears thickish

Q: Is this supposed to have air bubbles in the top or have I received a defective one?

Mine had a couple of air bubbles as well.. but it doesn't affect it much.. its still enjoyable for the price

I don't know, I doubt it is toxic. It's in a hard plastic case. I gave it to a youngster for his birthday..he loved it, so did I. Should be safe enough for just a cake topper..

Q: Can this please be shipped in a padded box? I just had to send the one I bought back because it was shipped in an envelope and it leaked!!

If I understand the question, how the product is shipped would be up to the seller but I see no reason why greater care cannot be taken in shipping. Just get a commitment from the seller to do so.
