Q: What is the difference between this 6-pound package which gets 4 stars and the 3-pound package which costs about the same and gets 2 stars?

There is no difference. People just post comments on the 3 pound package. I can tell you that this product does work well. I had deer, ground moles, ground hogs and bunnies in my garden , not no more. I can swear by this produce. Love it

No but they do have something similar for cats and dogs It doesn’t harm them. It just stops them from coming. One thing u have to remember it takes a while

Q: Is this safe for lawn and my flower plants ?

It doesn't seem to hurt my plants at all. It is the only thing that I have ever used that keeps the animals away. Except gophers. Nothing stops them.

Q: Does this work on moles and voles that eat roots and bulbs?

Don't know, but guessing a "no". It's the smell that keeps pests/varmints out of your flower bed,it's applied above ground, so probably moles & voles would tunnel underground & underneath any repellant.
