yes they are, the weel will turn nutral till you push it hard!

How many times do they light?

My husband and I both use them and haven't had any of them run out yet, although the one I use is getting low. It's lasted a decent number of lights. Also, when they first arrived I tried out all 10 of them. They all lit just fine. I like that they are see-through. Makes it easy to tell when they are running low. Overall, I'm very satisfied with this purchase.

Compared to Bics, how do they perform?

Bics might be little higher in quality but i have never had any complains regarding the performance
