No, a size up. It fit my son but he was 5'9" and 120lbs.

Q: What is the mask like? Is it cloth or plastic or what? Thanks

It is a plastic mask, like a kids mask from years ago. Covers only the face and has an elastic band. My husband said its slightly uncomfortable because of the nose area. It feels like its getting squished. But he likes the whole costume and only needs it to pop out and scare the trick-or-treaters. Lol.
