Q: How many controllers does this pcie card have?

on windows 10, it shows up as a single "VIA USB 3.0 eXtensible Host Controller - 1.0 (Microsoft)" in the device manager and "pci\ven_1106&dev3483..." in system information. I assume the vl805 chip is sitting on the pcie bus and the vl813 chip is connected to one port on the vl805.

Q: Where do I download the drivers from?

Tiergrade usb expansion card is plug and play on Windows 10. Windows 7 requires drivers, you can use the enclosed driver CD or download it from the following link: https://www.via-labs.com/driver.php

Q: What is the purpose of having two USB ports inside the computer?

Just for convenience and 2 extra USB 3.0 ports for you if you need more USB 3.0 port Put 2 USB 3.0 in the front so you don't have to go to the back of computer ... But ... You have to add some panel for these 2 USB 3.0 ports or ... you can run 2 wires hang out to the front too .... your choice ..!!! . .

Q: Can you boot from a bootable usb drive plugged into this card? or will it not be recognized bu bios until o/s drivers are loaded?

Yes you can use this with bootable USB. This is the reason why I bought this particular card: to install 2 USB sticks internally for enhanced UEFI capability.
