Yes, it does. It has a sideways strap on the back ~5in. from the base for that.

Is this bag too big for and 11 year ol?

It's meant to carry a 17.3" laptop not just a 15 stated by other commenter. If your 11 year old will get this bag he will surely have the BEST bookbag in the world!!! I wish I had you as my mom. I got a $30 Jansport bag always. This will fit him and last him years. He'll soon be a big strapping 14 year old and this bag will still be going strong. This bag will last through all the abuse teenagers will dish out. This is my favorite bag in the entire world. Get it!

Does the laptop get strapped into place or is it a sleeve?

Sleeve inside back pack for smaller laptop 15”, and zipped compartment on back of backpack for 17” laptop. No straps.
