Q: why I didn't find a teaspoon in the bottle?

If your dog has fine, thin hair and dry, itchy skin. yes. After a few short weeks, BioCoat will make your dog's hair appear longer, thicker & healthier in large part because his/her skin will no longer be dry, flaky and itchy, which is what causes the constant scratching that pulls out, breaks off, or otherwise harms existing hair shafts. In addition to improving their skin considerably, Bio Coat does make dogs' hair softer, stronger, silkier, shinier and its tendency to shedding is lessened considerably. Altogether, this means your dog's hair is ultimately thicker and longer. I tried Bio Coat on a friend's recommendation over 15 years and 3 dogs ago; many other friends now use it for their pets. It makes a noticeable difference in my dogs' coats, I also receive a lot of positive comments on them. Seems expensive, but one container lasts a long, long time for small dogs; worth every penny. Very highly recommended. If you rubber band your Shih Tzu's head hair to keep it out of your dog's eyes, you might consider using cloth covered elastic bands, as plain rubber bands can pull too tight and thin or break head hair. If you've ever had a ponytail that was too tight, you know how uncomfortable and painful it can be; that stress can also affect hair growth/fallout.
