Q: Are the pages usable after dry?

No, the pages are only colored one time. They are not re-usable like the color WOW. They can be finished later, but cannot be done again.

Q: What is inside the pen? Is it non-toxic? Wondering if I want this on my child's skin.

I do not know the ingredients exactly, but the instructions tell you that if the pen runs out to soak it in rubbing alcohol for a few minutes and then let it sit and it's ready to be reused. My son has tried to color with this everywhere--his skin, clothes, my couch, the carpet--with no mess and no negative reaction on his sensitive skin. Hope this helps!
