only if you surround the building with mini figures, and it needs to be southern mini figures, you could use the new Everyone is Awesome set and you would be fine..

Q: How big is it once built?

It measures 6" tall, 17" wide and 5" deep. Though the model is bigger than most LEGO Architecture sets, the scale is very small. The real building is massive and this has a lot of nice details.

Q: Would this be too challenging for a 9 yr old boy who have done lego sets in the past?

This should not be a nine-year old boy’s first Lego Architecture building. Start with some in the under 200-ish piece area to see if he likes working with this type of project and this size of lego brick. These are small and different from a regular lego kit build, and gratifying for children to complete, but this one is a “last of the series” not a “first of the series” choice.
