Why will it not work in HE machines?

That’s a good question for the manufacturer! It definitely doesn’t work in an HE machine. I buy Tide with Downey pods, they work great!

How do you open it to put the softener in it?

U get a grip on the thing in the middle and pull it up. That whole center circle will come up, then u pour Downy in, only to the line necessary, then pull the little circle thing up right and it will lock back into place. Then put it in at the FIRST of ur laundry. It will stay closed until the RINSE CYCLE. U don't have to open it. It will do it itself. I LOVE IT!!

Can this be used in a washing drawer?

I am not sure what a washing drawer is. But I think the agitator in the washer causes the top to open, releasing the softener. Does the drawer have an agitator? I am sorry I cannot be of more help.

Will this only work in washers with an agitator? My machine does not have a place for softener so you have to listen for it.

No, It works in the rinse cycle when the machine is renting it will bang against the sides and release the softener
