OOPS not too long
The belt had the same part number as the one I took of but it is longer than the original. I don't believe it is a Hoover OEM part.OOPS I was an idiot. The vacuum handle needs to be in the recline position for the brush to activate. I kept testing it when it was in the upright position. The belt works fine.

Resolved my issue
For some reason my original review wouldn't post. I purchased this for a vacuum that wasn't performing as well as it used too after checking everything else. I noticed the original belt appeared to be breaking down. Runs great again with this new belt. I'm thinking the old one was slipping, never smelled anything like a burning belt just the brush was stalling. This belt appears to be an exact replacement for the one that came on the vacuum. Genuine oem belt to my knowledge. If your vacuum isn't performing and you hear the brush stalling while you are vacuuming give this a try. Make sure your tensioner is engaged also if it the same model I have, if people play with it that can be turned off resulting in no performance.

My 16 year old vacuum works like new
My 16 year old Hoover Wind Tunnel was making quite a racket whenever the brush head was engaged. I acquired it from my mom who had it a good 5 years before I inherited it. She used to use it to vacuum her apartment but also cat litter so she used it pretty hard. Then it started making a horrible noise whenever the brush roller was engaged. It's like something was caught in the roller and was flat out unbearable to use bc of the noise. It didn't pick up well either when the brush roller was engaged, it struggled to suction and left dirt and cat litter with each pass. I watched some videos on YouTube with people having similar problem to mine and most of them said it's a faulty belt. And one guy replaced both belt and brush roller and eliminated the loud horrible noise that happened when engaging the brush roller. I didn't want to spend lots of money so I started out with just the belt. To my surprise, the vacuum works better now, picks up hair and embedded dirt my cordless Bissell left behind, and the horrible noise is dramatically reduced so it helps make the chore of vacuuming so much more tolerable. My current brush roller looks just fine but may invest in one just to see if it eliminates the noise altogether. Long story short, this little $8 belt literally saved me from spending $265 which is how much a brand new Hoover Wind Tunnel and that's even at Walmart, which is the cheapest around.

Belt at first appeared to be too large because belt tensioner was jammed
After considerable checks, brushroll replacement, etc I used a flashlijght and looked behind the installed belt and saw a spring loaded belt tensioner roller that was stuck in the retracted position. After I pried it loose, everything is ok (so far). I have no idea how it got stuck. Also, the plastic looks somewhat flimsy so need to be careful when prying it loose. It snapped back into what appears to be the correct position.

Unhappy.... belt is 462mm and therefore too long for Hoover UH70210
The 2 belts that came with this order are both labeled "Hoover Belt 562289001". According to the "Make sure this item fits..." checker on Amazon, this belt should work on my Hoover UH70210 vacuum. The width is fine, and at first it seemed to be the right length (circumference). However, when the vacuum tensioner is released (i.e. switch to carpet vacuum mode), there is not enough tension on the roller to turn it -- It just slips. This was the situation from the first use. The belt just seems to loose, too long. I have used it for less than 2 months.So after trying to vacuum with this about 10 times, I removed the belt and compared it to the other new one (this was a two-pack of replacement belts). The sizes of each belt (new, and used maybe 8 times) were the same, no stretch. So then I cut the slightly used one to measure the length (it's supposed to 457mm long, as labeled). It actually measures 462mm. This is too long to work properly, making the belts useless in my model.I'm not sure what the engineering specs should be on a "457mm" belt -- But these belts were just too long. Maybe these replacements are supposed to fit several models, with a "compromise" of the actual size so that it might have more than just a few applications.I will give one solid star for appearance, and the belt manufacturing quality looks fine.
