Q: will this pass through a metal detector witthout setting an alert ?

Yes we did not have any problems going threw metal detectors

Q: Can this bag be used as a small diaper bag? Just something to hold a couple diapers, a pack of wipes and sanitizer in it? Along w/ keys/wallet/phone?

Probably, if the diapers and pack of wipes aren't too big, they would fit in the main compartment (designed to take an iPad mini or ereader) and the keys/wallet/phone could go int the other pockets.
