Hello, It would be best if you just used a 20-Amp Fused rather than a 20A Circuit Breaker since that is what we recommend in all our Paperwork for this Product. So the answer is No, You Must use 20A fuse for safety reasons.”

Q: I need the pump to be turned on when the water level drops instead of when it rises. Would this do that if installed upside down?

Yes it would, you would have to mount it to something substantial. Not sure what you are doing, but a less expensive option would be to search in amazon for "Sensor Liquid Plastic Floating Switch" and use that to turn on a relay ("12v relay 4 pin" or "12v relay pcb") that will turn on the pump. This adds a possible failure point (the relay), but I have not had any trouble in my various electrical projects on my boat using similar relays or float switches, except for unmaintained dirty float switches jamming, which happens with the super switch too.
