How does this work? Do you take the foil off and put it under seats?

You just take the foil off but I wouldn't bother. None of the so called "car" air fresheners work worth a crap except for the Febreeze or Glade (can't recall which one they are) Small Spaces.

Does this eliminate or cover up odors? Is there a difference in just opening a box of baking soda compared to this?

Does not eliminate. Biggest difference is that this little cube had a pleasant scent and is self contained. I have cats so I place them inconsciculosly around the house. The cats don't bother them and the scent is released slowly over time. Also refillable.

Will this fit in a cup holder?

Yes. Fits in cup holder in my Buick Envision
