You are correct. Without the two threaded screws with black plastic thumb handles and removable chrome threaded bolts on the ends, the other items are not functional. Your original order is incomplete.

Sure, I use the longer one to extend the action camera on my helmet. I don't own a chesty but looking at photos it should work.
