Q: Can this be used on the fabric to mark 1/4" lines?

I've never used it on fabric. I use it on the sewing machine as a fabric guide. It does not leave sticky residue like scotch tape or masking tape does on the machine.

Q: Can this be used to highlight paper?

I threw mine away as it was not sticky. I think it would be too opaque to highlight text (assuming it stuck to the paper). I would look elsewhere for a highlighting tape.

Q: Hi. Does this tape heat resistance?

The tape is designed to use on plastic rulers. There is no mention of heat resistance on the packaging.

Q: is the surface that contacts the fabric anti-skid or is in slippery?

"The surface that contacts the fabric" - do you mean the non-sticky side? I would call that side slippery. It is very smooth.
