Can I screw through the Sound soaker mat, or will this reduce the effectiveness?

Hi there, you can screw through the mat as the effectiveness won't be reduced. If you use a large washer this will definitely make sure to secure the effectiveness.

Can i use this item outside is it waterproof?

You probably could but you’d lose the hardness of the material.. the material is quite hard but rain and bad weather could make it soft or even harder. I use it to stop vibration from a motor drilled to the attic floor and it helped by reducing sound around the ceiling of the house. Hope this helps.
