Q: Looking for suede stick-ons for smooth ballroom dancing. Are these it?

I don't think so. The stick-on itself is made out of a rubber/plastic material. It is smooth enough that I can spin on it, but I am not confident that it would be smooth when sliding your foot in any direction.

Q: Can these be used on shoes with rubber soles that have treads that are dried and worn?

These adhere best to smooth, cleaned-up soles.
