Q: Is 84" measured above or below the tassles?

Above the tassel. And the tassel measures about 3-inches long

Q: Is the fabric shiny? I definitely prefer a heavier cloth look. Does it have a cloth look to it?

It’s not shiny but it’s definitely not a fabric/cloth like cotton curtains are. The polyester and water resistance makes them more like vinyl. From a distance, however, you would think they’re made of actual cloth. I usually have fabric/cloth shower curtains myself but the quality and look of these make me not mind the material at all. I love them. Hope this helps.
