Q: Will this damage decals?

It should not as long as you keep the applied coat thin. Decals react to too much liquid sprayed upon it. As long as you keep a light coat, you will be fine. Then if you want more, toss another one on afterwards. Also, you can use a clear coat over the decals prior to topcoating, to protect the decals.

Q: Would this be able to act as a primer?

No this isn't a primer obviously.

Q: Whats the difference between this and Mr Top Coat?

From my understanding it doesn't leave the white speckles as much as the normal Mr topcoat can I've used both haven't really noticed a difference thb
