Q: what are the wheels made of?

Wheels appear to be made os a dense plastic. I have run it on a concrete sidewalk and an asphalt drive without serious wear. I can't say about long distance, prolonged use. I am getting older, and use it to carry trash and recyclables to the dumpster area, and to bring in loaded (Sam's Club) tote bags from grocery shopping. Max distance has been 75-80 yards at a pull under weight. I have stacked 100+ lbs at a time with extra bungee cords and a corrugated box for stability. The cart maneuvered easily and smoothly with one hand and my cane in the other. Very happy with it

Q: Gonna use for pet carrier 17w,11L,11H on little bumpy area..still works well? prefer silently carry ....thanks for your opinion

It definitely works better on a smooth surface, but if it is a little bumpy you should be able to pul it over it.

Q: will this work on grass?

I haven't tried it. It should work but not as smoothly as it does on hard surfaces.
