Q: Is the screw on portion a swivel?

If by swivel you mean that the top portion is independent of the lower (nut portion) and can be screwed on and off of the tire valve stem without turning the lower nut portion.....then the answer is yes.

Q: This has a female threaded end for attaching to a hose. What size hose nipple would I need to mate this to a small tire inflator with a female thread?
