Can this be used in a pond that has turtles in it?

Yes. I have used them for years in a250 gallon plastic turtle pond over the water pump bottom filter. They only last about 1-2 years though. My turtles sometimes huddle around it. Chicken wire cage is probably a good idea though. But won't burn them under that much water. Don't heat it for very long out of water. Only use with a GFI outlet.

Using to keep ice bath from freezing outside, will it still work if its sitting sorta tilted & not flat?

I don’t know what an ice bth is.This heater drops to the bottom.. I don’t see any reason why it would matter if it isn’t a flat bottom or if the heater is at an angle as long as the water space is large enough for the heater to be submerged. But I don’t actually understand your situation. Sorry I can’t be any more helpful.

How much does it rust?

It’ll rust a little but not enough to interfere with its function.

I have a 300 gal koi pond with apple snails in eastern va. With this ok for the pond as long as i put a cage on it?

This is a de-icer good for poly or metal tanks ups to 300gal. Turns on at abut 37 degrees & goes up to 45 degrees.
