No, it does not comes with the items pictured, I guess that’s just to show how it can be loaded. It’s sold by itself.

Is this tactical pouch semi-hard shell? ie; is the soft shell only or does it have a rigid insert like a trapper keeper?

It has a semi rigid inserts (both sides), not as stiff as a trapper keeper though.

Can a ipad fit in a case?

An iPad mini will fit. Mine does
