Q: What are the heating elements encased in? Plastic? I have bought other heat mats, but they're shipped folded and have wrinkles that don't flatten

Yes, the long heat pad is encased in plastic and rolled, not folded. There should be no wrinkles. Just lay it down with the camber side up and put the trays with soil/seed on top of that. Do not place empty seed trays on top when in use. It needs to disperse the heat.

Q: Can this be used outdoors in ice and snow in winter?

I have one I use in a greenhouse. We did get snow this year. And temps usually drop into the 30’s. In winter. Has worked great for do veggie and flower seedlings.
