Dose this fit on a plate carrier?

It is designed to fit on a backpack strap. It works best when place high on the shoulder, so if your plate carrier has a 2” or so wide piece of webbing that attaches from to back it may work. It can also be sewn onto fabric by just sewing through the Velcro tabs.

Does the Sling Hook shift around on your pack strap?

Not at all, never had an issue with the sling hook moving on my shoulder strap. To be honest, once I bought one I was amazed it took so long for someone to invent one
