Can i give these white cloud mountain minnows? i want something that is small enough to fit their mouths

You should be able to. All my fish love them. Smallest I have are Neon tetras which have no difficulty eating them.

Can you feed these to bettas?

I think these are too small for adult Betta they are more suitable for Cardinals and Neon size fish. Why not try Hikari Betta Bio-Gold?
