I have found it to be fine although it is under a good quality carpet. Dont know what it would be like under a cheaper carpet but it is a reasonably good quality underlay for such a low price.

is this corrugated and would it be okay for bedrooms and downstairs

It's quite flexible, easy to lay and cut. Soft and spongy. Bedrooms is fine, and probably the stairs too.

Is this fire retardant? And conform to British regulations?
