Can i use it to tape fabric?

Yes I used it to repair a tear in a fabric babies travel cot. Great product.

Could I use it to repair a tear on a brown leather recliner chair?

I don't see why not as it's very strong and sticks to all surfaces but it's fabric not leather so it might be obvious. Hope that helps!

Why is brown so expensive?

I imagine because it's used a lot in book binding and in hugger demand. Still silly though.

Can you paint over it ?

Possibly an oil based paint might cover. But the adhesion would only be strong as the glue on the tape
