Q: are you sure this is not vegetarian? because the ingredients do not mention that it has chicken broth,

Though I am unsure of the exact ingredients, it definitely has a powdered chicken seasoning along with a milk based cheese packet. I do not believe this is a vegetarian item but as I said, I'm not 100% sure.

Q: Do you ship to Mexico? I tried buying but at checkout it says it cannot be sent to my address

Wheat flour noodles. If you want a milder flavor just use less of the accompanying packet. If you've made, it and it's too spicy, just add more water.
