Q: Looks like the lock lever is plastic. How does it hold up to real world work?

They are plastic levers. Somewhat hard to snap over but durable so far. I have 4 of them on a planer roll around frame I made. I like that the swivel rotation locks out also. Good for the money.

Q: is this a pack of four?

They are sold by the each. They do not come with lock nuts so you will need to purchase them at a hardware store. The size is 3/8". I also used over sized flat washers underneath the legs

Q: Are the metal parts stainless steel? I will use on an outdoor grill and my last two sets of casters rusted terribly.

Hi, the casters are not stainless. Regarding your rust issue. I have experienced the same problem in the past. I now lightly coat the casters with wheel bearing grease and it has worked very well. If you choose to try this, using a disposable brush coat the casters before you install.
