Q: Are you supposed to apply the color with a base coat or no? I use a base coat for longer wear and to help prevent staining. Will it still work w/base?

It did for me. I love this color and others that I have purchased.

I am not sure - you will need to directly contact the seller about their shipping method and time frame too. This seller still ships their product rather quickly.

My nail polish came within the week I ordered it however this was prior to the COVID19 crisis and many people are strictly using shipping now for all of their home and business needs . I suggest you directly context the seller if you want specific shipping details.
