Starsan is food safe, so it is okay. I use it all the time to sanitize brewing fermenters and other containers that have food contact.

It will be fine, will not hurt cast iron.

I would use this product as a hand sanitizer only if no other products were available. Water with a small amount of bleach would be more effective.

Yes it's safe once you dilute it to the recommended strength as mentioned on the container.
