Within 10 seconds it drops down from 99% to 80%, is this normal?

It may not be fully charged even if it says 99. Leave it plugged in for 30 more minutes and see if the same thing happens. I thought mine was defective for the same reason but that was the fix I needed.

Can you use it while its plug in?

It is not electric. It is battery. The cord provided is so short you would not be able to have it plugged in. Besides it says do not use it while charging battery.

What is the Amplitude, depth of the percussion?

I am not sure but I can say I have nothing negative to say! All attachments hit the spots needed and works just as well as the 500+ prices. Highly recommend this massager !
