Would this clock be suitable for a 6 year old, or is it for younger children?

The "toy" part (putting the shapes in the holes, number matching) is probably meant for a younger child who is just learning numbers and shapes. But if you're looking for a bright, colorful toy to teach a 6 year old how to tell time on a non-digital clock I think this could be good. Next to the standard numbers on the clock are the actual correlating minutes (under the 1 is a small 5, under the 6 is a small 30, etc). Overall I'd probably look elsewhere for a 6 year old toy though.

If positioned so that the face is facing horizonally, will the hands remain where placed, or will they tend to fall down to 6:30?

No, the hands do not make noise when moved. (Although that would be a great feature for it to have...a ticking sound to indicate the seconds.)
