How could that be, when Dr Martin just said that he only found one company that would make it and it was in Canada. Canada is not part of the United States.

Yes it does! The longer it sits in water the softer it gets. You can play with the amount of water and make it oatmeal consistency if needed.

Does this come in a bigger bag?

Maybe direct from seller. As this is a dry food, if you add water the pellets get a little bigger. My dog is little, so she doesn't consumed large amount so this is perfect size for me.
