Q: Can these cloth be used to clean light tarnish from oboe keys?

It did pretty well with my silver chains, so, it should work like wise , with some good rubbing, with your oboe keys!

NO - Never use for pearls or ANY semi-precious or precious gemstones. Use for Silver plate of Sterling silver ONLY. Hope this answers your question.

Q: Do you need to use some polishing liquid with the cloth or it polishes by itself

No. The product has the silver polishing solution including on the disposable wipes.

Q: does it clean the black that comes on silver after not cleaning for some time and does it hurt tourquoise

It will clean the tarnish off and does not seem to hurt turquoise. I have used it on my turquoise and silver jewelry with good results.
