Well, it depends upon the type of skin tone you are looking for. Perhaps, you could try mixing one of these Burnt ochre (#cc7722), Dark cadmium orange(#ed872d), Walnut brown (#5d432c) with White. One way you can find out is by using online color to get the equivalent hex codes and then mix them. If you get the desired result, then probably you should get the same result with color pencils.

Does this pencil stay and visible on oil pastel?

I think they will. I never tried it, so, can't guarantee that it will work or not.
