Q: Do i need an rgb controller or can i just plug one of these into an rgb header on my mobo?

Your preference I think, but depending on what rgb device you are using you may get more customizability with a controller (which, I think most of those use a usb header on the motherboard?) If you use the rgb header on the mobo you can control the rgb devices through the mobo software, instead of using a separate controller. But Corsair devices probably work best with a corsair controller, that brand has its own software too.

If you are not going to be using a controller hub, and the total number of LEDs is under 300 per RGB port on your motherboard then you can use it like a extension cord of sorts. If you have more than one RGB port you can have the 2 strips on one port, and your fans (or heatsink RGBs) on the other port(s) with RGB Fusion you can select different colors to the different ports.

Q: I have a MasterLiquid ML240R RGB. Could I plug the water cooler and the 2 fans from the radiator into this, then just simply plug into RGB Header?

Hello Mike, The 240R is an addressable RGB unit. You can use this splitter and plug in the fans and pump into it, then plug it into an ARGB header. It won't work with a standard 12vdc 4 pin RGB header; ARGB and RGB are not the same technology. CM-PNguyen

Good product and genuine....but

The product is good and works fine. But look at the original price of the splitter. Its 399 but the seller sales it for 699. So i would like to prefer u getting it through offline market unless u want to spend those extra bucks.
