How do you tell if the ion generator is working as it should?

Dear Customer, the ion generator will by default start working when you turn on the air purifier. It helps better remove dust and smells in your room. You will see more noticable change of air quality than other air purifier that doesn't contain a negative ion generator.

Anyone test the ions of this unit with an negative ion meter?

Does this use radioactive materials like many "negative ion" products?

This one does not, it uses UV.  If any radioactive materials are used in an air filtration unit and/or Ozone generator, it is contained in the Air quality detection part of devices, not the generator and this one doesn't contain either one.  Common household sources of radiation in a similar manner are Smoke detectors, Radon Detectors, as well as some food and water that are naturally occurring.  All of which is not used to generate anything except for the microwave and that is non-ionizing radiation that is contained in the Faraday cage.  Negative Ion Generators use electrically charged plates to attract the oppositely charged particles out of the air basically makes the bigger and heavier to be collected or filtered out, unless the negative ion device uses Polonium to produce the negative ions, often called alpha ionization that is in some devices and usually at the commercial level of application.  
Ozone generators produce Ozone by:
1.   Silent corona discharge that electric discharge produces ozone by splitting the normal oxygen molecules in the air into single atoms that attach to other O2/Oxygen molecules in the air to form O3/ozone.  Think: Lightening.
2. Ultraviolet radiation (UV) is similar to how the sun’s ultraviolet radiation splits O2 to form individual oxygen atoms and is less efficient than Corona discharge but happens more in nature when the Sunlight hits the Oxygen in the atmosphere.

Does this emit ozone? Or is it ozone free?

No. Ozone can only be produced at wavelengths below 240nm, with peak production occurring at 185nm. Therefore, lamps operating at 253.7nm–the most common germicidal wavelength–CANNOT produce ozone.
The smell, caused by high levels of keratin and cysteine in the dust particles and the breaking of chemical bonds in both molecules causes the formation of sulfur containing thiols or VOCs.
So basically, if it did create ozone you would definitely be able to tell by the distinct smell of rotten eggs, burnt hair, or sulfur (it doesn’t smell good however it smells, lol) or the byproduct of ozone as it breaks down organics into VOCs. (Volatile Organic Compounds)
