Most likely not.. it is not an easy plant to grow..

I am in Northern California , no soil is good

Q: I live in so cal and during winter temp drops occasionally to 40ish degrees f at night in winter. will this plant survive?

Peppercorn plants are classified as zone 12 plants, which means that they need hot temperatures to maintain health. Plants will stop growing when temperatures drop below 50 degrees Fahrenheit.

Q: will this plant grow in oregon where there is a lot of rain?

Sorry, I don’t know, I live in Los Angeles county California. When I researched it, I understand that it is supposed to get full sun to partial sun and that it does not do well in cold weather. I got mine in the fall. It got a lot colder this winter and it started to loose leaves, so I brought it in the house by a window. It lost all its leaves. I have since took it back out about 2 weeks ago in full sun. Everything else has gotten new leaves and flowers, but it still has only the vine which still looks green. I hope it will start to grow soon. I will update my answer when that comes.
