Not that strong.
These plate hangers work fairly well for my use. One hanger broke as I was putting the plate on it but the rest seem to be holding fine. I'd put maybe 10 lbs. on them but not risk much more.

Secure plate holder
I especially like the plastic plate hook protectors and the wall hanger which is included. Plate holder is almost invisible.

I ordered ten, 10 to 14 inch plate hangers and got one 5 to 7 inch hanger. So confused
