2 1/2 inch but if you have a smaller hose you can get a reducer for it at any hardware store

There is no recommended amount of vacuum pressure. It all depends on the user and their needs.

Q: I have a 17" Rotary Sander & measures 5.5 " from floor to middle of bumper. Specs say 4" of travel. will this fit properly?

From the floor the very top of the skirt measures 5", however the top one inch is the velcro strip that lets it attach. You get a one sided adhesive/velcro strip that attaches to the machine, then the skirt grabs onto that. Does your sandpaper driver have too much height built into it ?
