Hello Jaime, Yes, the Cisco CP-8845-K9 IP Phone will be fully operational in Mexico. Just make sure you chose the right power supply which is CP-PWR-CORD-NA=. The IP Phone will work with Cisco call control systems: CUCM, Unified CME, and Cisco BE6000. Dear Customer, Please be informed that Cisco CP 8845 IP Video Phone does not come with a cover for the camera. However, the phone does have a manual shutter for privacy. When on a video call, muting the audio does not stop the video. To stop your camera from broadcasting video you then can close the shutter by turning the shutter counterclockwise. Q: Do you need a Cisco license to operate the phone or can I use 3rd party service ?

This is not a 3rd party phone. It requires a call manger. 3rd party will have 3PCC or 3PW in the part number or model number.

Q: Does it support SIP provider?

Although you can put SIP firmware onto this phone, these typically ship with Cisco SCCP firmware (in which you need a Cisco Call Manager). Most SIP/VoIP Service Providers do not have the CP-8845-K9 certified on their platform, though may do have the "3rd Party Call Control" version certified. This would be the CP-8845-3PCC-K9. These are for Hosted Service platforms.
