Will these allow for the color of the surface underneath the stones to show through?

It wont show through but it might pick up the color of the fabric.

Are they hot fix or not?... i need regular flat back non hot fix

They are not hot fix. And usually hotfix in the pictures have a slight gray back that looks like plastic that melts. But these don’t have that.

No- says “flat back” which means NOT hot fix(no glue on the backs)
