Yes, but by the time you receive the package the cat will probably have gone to kitty Heaven. (Playing along with you....I hope)

Q: What size is the bolt for attaching the base to the post? I lost mine before I was able to assemble it so I need to get a replacement.

Bring the round scratching-post part with you to the hardware store. I am not sure of the size. Ask for about a half-inch longer than the suggest in the hardware store, so that there is enough length to go through the base. Also get a washer and nut to affix to the part that comes through the bottom of the base.

Q: Does it shed when kitty scratches?

As of Sept 2016, owned 1-1/2 years. The only fraying observed is the little bit of blue fabric at top of sisal pole. I have 2 cats, use daily in high traffic area. One cat is a circus monkey, loves to balance on top, yes, that tiny top! I believe she scratches this area, which may very well be uncommon for most cats. As she loves feathers, I imagine I can glue those on top rather than try to color match a fabric, apply with hot glue.
